feat: Adds Round tracker #60

For #48.

@dayvar14 feel free to really go through this with a fine-toothed comb. This is my first time working with these state / effect hooks, so lmk if there's anything to tighten up.

Features/Changes:

Round tracker which replaces Draw Steel header.
tracker increments when action reset button clicked.
GM allowed to manually input round count. Input is readonly for players.
RoundCount is persisted in the scene context.
