Add a way to handle changelogs.

[ ] Integration with UCP
- Dynamic edition and global viewing
[ ] In game command
- /updates pulls in data and displays the latest changelog
- List previous changelogs
[ ] Discord command
- !updates pulls in data and displays the latest changelog
- List of previous changelogs

A changelog is a sum of information about a community release relating to any of its extensions. Naturally, a changelog would contain the following information:

required Name
required Version
optional Description
required Date
optional Notes
optional Items

In turn, release items are defined as:

required Description
required Type

As for the item types, they are fixed and as follows: New feature, Bug fix, Change.

Consider using a generated report that uses the GitHub API.
