'gbk' codec can't decode byte 0xa2 in position 304915

I am using the Chinese version of Maya2022, and I will get the same error when trying to use 2024. I don’t know if it has anything to do with this, but now that I have switched to the English version, I still get the following error when importing, and HumanIK cannot be generated.
