encrption protocol #111

encryption protocol should only affect installed cards. It is currently affecting all cards.

That's not the case. I've tested this extensively. Please let me know how to replicate this

We were both using 2.1.7 of the game definition and 2.1.0 trace amount.

Ah, ok that makes sense, because cards from HQ go momentarily on the table when they're accessed and being "on the table" == 'installed'. I'll fix this in the next version, cheers.

Please provide such information on future bug reports as the original OP does not help since it makes it sound like a generic issue, which it isn't.
