Include permanent link to GitHub issues on game start #122

I'm not actually certain this is a great idea because it would increase the amount of issues here, but maybe include a link here (https://github.com/db0/Android-Netrunner-OCTGN/issues) in either the MOTD or the chat box on startup? It could include a message asking for feature requests, bug reports, etc.

I've included multiple such messages in the DYKs, but I don't want to always have this link in MOTD, as I want to say other things as well. I also inform about this place in all relevant forums. If you think an elegant solution that does not add extra confirm windows lemme know.
