This isn't a bug. The game allows you to change the victory, in case of mistakes. In this case, the runner should have not scored that agenda once they flatlined, and they should have clicked "no" on the box asking them if they should change the victory condition to victory for themselves.
Oh, I see. I guess this boils down to miscommunication, then - thanks.

As in this log. Fetal AI does 2 net on access, which should flatline the runner before they can win the game.
