several scenarios:

ask the user to upload a picture when signing up (devise form)
be able to change the picture in your profile page.
use a generated image with first letter (or the two letter of firstname and lastname) with a background color.

For changing the picture inside the profile page, ==> path: user/edit

Add the upload field on this page.
