Allow goal structuring #2

It is necessary to allow the structuring of goals, e. g.

Classic car restoration
- Engine
- Camshaft
- Chassis
- Interieur
- ...

Each goal or sub-goal (or project and sub-project) can contain different tasks. The option of goal structuring has already been preparend in the backend with an attribute "level" which is also used when structuring tasks.

This option should be limited to level 2 of indention.

The indention of goals must be realized in the top menu navigation also!
