When NeuroMorpho.org is experiencing downtime, everything errors out with is not a valid NeuroMorpho name.

[ ] When a NM error occurs, ping NeuroMorpho. If ping fails, report NM downtime.
[ ] Make a test skip decorator that pings NM and skips NM tests if it is down.
