Create a FixedOutdegree strategy for connectivity

There is a need for an equivalent to FixedIndegree for fixed out degree connection.

• Reuse the code of FixedIndegree as much as possible
• Add documentation on general connection strategies (ie. AllToAll and Fixed degree classes)
• Add test
