Problem

SDIS user interface shall distinguish between BCS and all other Divisions

Changes to the start page and additional filtering capacity e.g., to the project list shall facilitate searching within the correct Division. While all content shall be visible to all DBCA staff, each Division shall have the ability to filter content shown in SDIS to their own Programs and Projects.

Feature

• [x] Let Program and Project list be filtered to any combination of Divisions (bookmarkable)
• [x] Refactor index to separate BCS from other Divisions
• [x] Add request parameter "project_type" to "Create Project" view
• [x] Insert intermediate screen to create a project, using "project_type" as preset

The UI changes are trivial. The only heavy lifting requiring a good night's sleep or a well-caffeinated developer is the careful refactoring of the highly customised list views.
