Superusers should see Projects from all Divisions #200

Problem

ED BCS needs to see Projects from all Divisions.

Feature

Create group "admins" and set User.show_docs to True for members of "admins". Group "admins" also should get no restrictions on project list.

As of v4.9.0 superusers and anonymous users (only when running test cases) see projects of all divisions (sorted by division, then program), while normal users only see projects of their own division.

The template has to be further adjusted to wrap divisions into another (top-most) level of the accordion.
