New workflow to request suspending/terminating a project

re requesting suspending / terminating a project, here's a possible implementation:

• existing project status "active" gets two new transitions to "requested_suspending" / "request_termination", which are accessible to either combination of (project team + requestors + approvers)
• requesting suspension will email-notify approvers "project xyz has requested suspension/termination"
• projects in "requested_sus/_term" appear in My Tasks of approvers
• approvers have one transition (from either of "requested_sus/_term") to "suspended" / "terminated"

This will keep the suspending / terminating workflow entirely inside SDIS, remove the extra email trail, and give approvers an immediate heads-up via email, and also prepares the "My Tasks" list for SCMT discussion.

PG: You still need to add a field for reason to suspend…

This requires new document class "SuspensionRequest" and "TerminationRequest" with field "Reason". Created on "request_s/t", approval will suspend / terminate the project. Revoking approval will reactivate project (what if there's a current ARAR? put note into explanation).

As discussed with Paul:

ProjectClosure (PC) gets two new fields:

• closure_type: One of "Suspended", "Terminated", "Completed without final report", "Completed with final report".
• reason_for_closure: explanation for closure, supplied by team and / or PL.

PC approval will cause:

• if type == suspended, project.status=Project.STATUS_SUSPENDED
• if type == terminated, project.status=Project.STATUS_TERMINATED
• if type==completed without final report, project.status=Project.STATUS_COMPLETED
• if type==completed with final report and no currently open ARAR (date now not betweeen ARARReport.objects.latest().date_start and .date_end), project.status=Project.STATUS_PENDING_FINAL_UPDATE
• if type==completed with final report and currently open ARAR, project.status=Project.STATUS_UPDATE and create final progress report
• write new test cases
• remove the four project.suspend/terminate/undo transitions and corresponding tests
