QA DPaW Districts #56

Pilbara is missing, several "No District" are present

The "No District" came from missing names in pythia.models.Area, not in pythia.models.District.

After the divorce from django-swingers, SDIS projects now reference pythia.models.Area instead of pythia.models.District/Region. We should run from the db snapshots, keep Area, probs can discard District/Region models.
