Update ODK Central to 1.0

Problem

Current PROD and UAT ODK Central run an old version (0.6) on old infra (Kubernetes cluster oimaks01).

Feature

• [x] Deploy ODK Central 1.0.1 (or latest) to Kubernetes cluster az-k3s-bcs01 https://rks.dbca.wa.gov.au/p/c-kc6h6:p-mlbxm/workloads in PROD and UAT
• [x] Proxy as odkc(-uat).dbca.wa.gov.au
• [x] Migrate users to new ODKC (new QR code for tablets)
• [x] Update docs: confluence (internals) and wastd (public)

ODK Central runs on vanilla Ubuntu VM on Azure as https://odkc.dbca.wa.gov.au/ (prod) using the official docker-compose setup. This allows to easily upgrade without further double-handling of deployment and orchestration. It is not feasible to deploy current ODK Central via Rancher to k8s and would require to break and re-invent many tested and well working features of its infrastructure.

UAT is done on same server, as UAT mostly concerns a different set of forms. ruODK package tests have been migrated to odkc.dbca as well.
