Create QA reports for WAMTRAM data

Create pointblank reports for identifying data quality issues in WAMTRAM

• [x] User mapping
• [ ] Sites
• [ ] Encounters with missing coordinates
• [x] work along better matches (aliases needed) until new accounts are left.
• [x] find string distance cut-off and generate a w2_users.csv from "bad" matches (user not in WAStD)

WAStD links Enc to sites by enc coordintes. W2 links by location_code (Locality) and place_code (Site). Some W2 coordinates have typos and therefore land outside the desired Locality.

• [ ] W2 enc with coordinates outside known Loc/Site

Progress: looks like most of these 300-odd users need a WAStD user profile created or a WAStD user alias updated.
