Verify survey_* in tracks #48

The exported tracks.csv should link to the correct surveys. Some in the Thevenard data seem not to. These are most likely stale surveys requiring a "make production" on the correct surveys. Update man page with instructions on foreign key to merge.

Closing this issue as an artifact of duplicate surveys and wrongly allocated encounters. Recent WAStD upgrades fix these links.
