download_w2_data: improve locations #68

Load WAStD Areas, annotate with centroid lat/lon. Split into localities and sites.

Before splitting obs into enc and enc_qa, join WAStD sites by place_code, then WAStD localities by location_code. Sources for coordinates, in order of priority:

place_code > sites > centroid
location_code > localities > centroid
lat/lon
lat/lon dms

How many are left with blank coords?

After taking the first non-NA coordinate from DD, DMS, W2 place, all records have at least coordinates.
