WikiPathways, for examples, uses remote URIs for resources, where possible. That may not always be the best idea, but that was the design decision. For example, a gene resource can have a URI like:

http://identifiers.org/ncbigene/11409

As such, it does link out to other databases, a lot in fact, but is not recognized as such.

So, after a second cyberattack (different country!), we're back a second time this year. We were already working on a more resistent system, but did not come in time. Mind you, in both case, the SPARQL endpoint was not affected at all, but just disconnected from the internet.
