First try to generate predictable URIs for positions and locations plus info.identifiers.org #1

Hi Toshiaki,

This is a small change to make URIs of positions and locations predictable. This reduces the size of the generated RDF significantly for large DDBJ records.

Could you have a look at it and see if my RDF and Ruby is correct.
