[FEAT] In the "Cluster list" dashboard - redevelope monitors links to route even if the cluster not received the status #160

V-1.0.0 In the current version, if you try to use the monitor links in the drop-down menu and the cluster has not received the status yet, the link gets an incorrect cluster UID parameter, and the dashboards starts incorrectly
