Proportional resizing of panels #34911

Description

Is there any way to turn off proportional resizing of panels? It is not convenient that Tree-panel changes its width on resizing main window. I suggest to don't change its width in this scenario. It is annoying. It forces user to do additional actions: change its width on each window resizing. For example, when dividing a screen by half with another application using default Windows hotkey: Win + Left, or moving window to another larger/smaller display (Win + Shift + Left). Proportional resizing maybe acceptable for Values-panel, but not for Database navigator.

Another case with similar issue. I detached two windows, then docked it back, then drag & dropped them to one window with split. Procedure description and some other UI items nearby - resized proportionally, but it would be better on my point of view to remain it unchanged.

We wonder how many users seek this feature. So, for someone who is interested, please vote for the issue with 👍 under the issue description to promote it to a higher priority.
