Keep same UTC and specify HRES.

Do you have the mean residual? Also does this bias between GACOS and RAIDER disappear for differential delays?

Does GACOS assume a top of an atmosphere value. If we know the number, we could subtract zenith delay at that height for comparison. If we are integrating to a height above what GACOS does, our delays will be greater. That might explain the negative bias in the plot.

@bbuzz31 @dbekaert do you know if this should be listed as a "bug" issue? I seem to remember @bbuzz31 doing a lot of work on this issue, and seems like may be more of a comparison than a bug. Trying to work through all bug issue tickets currently.
