"Rotate" action takes 2APs while indicating 1. #71

What steps will reproduce the problem?
1. Click "rotate" on death ray blob.  The Rotate button has "1.0" for cost.
2. Click direction to rotate to.
3. End turn - 2 APs will be subtracted instead of 1.
