Energy Points (randomly) broken in network game

What steps will reproduce the problem?
1. not sure, sometimes they work, sometimes not.  doesn't seem to be
related to teams.

Ignore last comment. Whoever gets it first has it for the rest of the game,
regardless of who if anyone is on the actual energy point.
