dcmstack fails, but then heudiconv fails without funcsigs and configparser

configparser is indeed a must to have for nipype, fixed in nipype now: https://github.com/nipy/nipype/pull/1697

if dcmstack requires funcsigs -- better be fixed in dcmstack ;)
