Poor performance in reactor integration #162

The attached WSR problem, for conditions under which the mixture does not 
ignite, demonstrates very poor performance. It takes approximately 13000 time 
steps and 11 CPU-seconds to reach the steady-state solution.

After the changes in r2295 and r2309, this example now takes only 1280 time 
steps (10x improvement) and runs in approximately 0.13 seconds (80x 
improvement).
