updated elo scoring so there is a maximum user tau #189

Because there is no ceiling on user tau, some user get to a certain point where they can no longer really gain or lose elo. Setting a ceiling allows games to still be meaningful. chess.com uses a similar methodology.

Awesome! Excited for the new scoring. Yes, my office uses it to record our ping pong games. We would definitely take a free license 😄
