Data needs to follow drug 1 and drug 2 if the user makes a switch in the claim #159

There are some situations when reviewing annotation work when the reviewer might like to switch the drug name order from "drug X interacts with drug Y" to "drug Y interacts with drug X". Currently, it appears that the user can make that switch but the data does not follow. In other words, after making the switch, the data that was annotated for drug X (e.g., dosing) will now be annotated for drug Y. This needs to be fixed to prevent serious data corruption.
