Improved readability and differentiability of core_renderer / dash #86

Good evening from Germany,

first of all: Thanks for your amazing work! Today we merged the new version of Fordson (for Moodle 3.7) into our installation – and similar to previous times we had some difficulties merging the changes of the core_renderer.

That's mainly because we had to make changes to the links in the amazing dashboard in our installation (to hide logs / comply to German data privacy rules and to reorder some links for example). And because a lot of things are written into one single line in this file, using git diff was extremely hard.

We'd really appreciate it, if it were possible to change those settings in a separate file – or, at least, only "one by line" so that comparing is easier.

I cleaned this up and it will be in the next release for Moodle 3.7.
