Add solid terms & conditions on Coocook.org

We collect user-generated content (UGC) on Coocook.org and should make all users confirm to solid terms & conditions.

https://termsfeed.com/blog/4-clauses-host-user-generated-content/ says there are 4 important aspects of that:

• intellectual property: several rights to use works granted to Coocook.org and other users by uploading
• liability: users are accountable themselves for uploading content they do not own
• privacy: how we handle personal information
• acceptable use: what kind of use we expect or prohibit and the right to suspend or terminate user accounts
