This changes the following:

Uploads a separate Wii and Gamecube artifact
Excludes uploading the elf files
Creates the complete Wii structure under executables/Snes9xGX
Creates the complete GameCube structure under executables/Snes9xGX-GameCube
Doesn't upload empty folders like the snes9xgx folder with cheats, roms and saves but it is created in a local environment

Hi @dborth I hope you are doing fine, I want to mention two things:

I tried putting the copy action in the makefiles but I couldn't do it maybe you have an idea about how we can move it from the workflow file in the makefiles.
I was trying to upload the empty folders and didn't succeed, it's not an issue it still can be used in the local environment. It seems that Github doesn't support uploading empty folders so we cannot upload them during the artifacts upload.

@dborth if you want you can proceed merging the PR I also opened one for FCE Ultra GX and Visual Boy Advance GX, thanks in advance.
