Update softprops/action-gh-release to Node20 version when released #17

softprops/action-gh-release@v0.1.15 (the latest version) is using node16, which has been deprecated in GH Actions

The source repo of this action has been updated but a new version hasn't been published yet

Note, there is a workaround for using an unreleased version of the GH Action, but I'd rather wait for an official release since GH is still supporting node16 actions for now
