Datastep dsattr function sometimes not applying attributes #102

The dsattr function is sometimes failing to apply attributes set on a datastep. See sassy reporter1.R and AGEM field.

When the is created with the calculate function, the attributes are not applied. Able to reproduce in a test case.

Moved calculate block in datastep. Attributes were being applied before calculate variable existed.
