Any government must uniquely identify members of the population. (Actually, most governments seem to not do this, they rely on birth certificates which don't guarantee to uniquely identify individuals.) Some governments might not want to issue eIDs since they can be used with CROCUS. It would be nice if some third party can use existing non-eID schemes to bijectively map them to an eID scheme, hence making CROCUS available even in such countries.
