What privacy guarantees do we want for witnesses? #125

It's sort of clear that we want privacy for the protester (\eg we have #89).

We want some privacy for the witness, since otherwise everyone who wasn't in location L at time T learns that the witness was there at that time.

We want the same privacy for a witness as we have for a protester: indistinguishable pseudonyms (P1).
