In PoPETS, \paragraph is a 4th level section, not a titled paragraph as it should be. This leads to an index 0 for the non-existant \subsubsections in between. This replaces the \paragraph with \subsubsection.
We should solve this in some other way. Like an ugly hack of either \emph or \textbf to save space.
