rethink phases #166

before protest should be clearly separated, after is the count, during is participation. Perhaps include simple illustration of what happens early on and have a description in the discussion, along the lines of:

practical verification process: process for verifying result: In general: download, verify all signatures, test for eligibility, identify protest-related entries. Outline the steps, with scenario of one newspaper publishing a count, giving criteria, how to verify, crocus verification is in protocol, last subsection. Add ledger verification, identification of all proof shares.

fixed mainly structure and some wording. Can also think about what belongs here and what can be moved to building blocks, definitions, system model, discussion
