Authors are strongly encouraged to register their manuscript in arXiv preprint server and submit it to our Editorial Manager using arXiv's paper ID.

[ ] Upload to arXiv.
[ ] Make GitHub repo public.

Maybe this is after acceptance?

Yes, I would put it after acceptance. I don't think we have time-stamping problem where we would need to upload it earlier and before even feedback from the reviewers.
