Create an automated pipeline for Wikistats Extractor

As a DBpedia Spotlight user, I want to build my own Wikistats Extractor using pipelines. This pipeline must be

• [x] Configurable - I want to choose destination folders and language
• [x] Docker oriented - I want to run it using Docker (Docker Hub images)
• [x] CI oriented - I want to have Jenkinsfiles to use it with Jenkins
