remove populationYear, there is populationAsOf #37

populationYear and populationAsOf ar duplicate. populationYear is defined as xsd:string, populationAsOf is defined as xsd:date (better)

There's also censusYear (xsd:gYear), which is a better fit in some cases.

Do we know what these mean? Population can be established by other means than census, eg by estimation... But reflecting which method was used by the "as of" prop name is bad. Furthermore, there's populationMetro vs populationTotal... and also a class Population if I'm not mistaken.

We need to write a best practice on Measurements, this area is currently a mess.
