add sameAs or dct:references to Authority_control

(spawned from #40) @jimkont proposes to amend http://mappings.dbpedia.org/index.php/Mapping_en:Authority_control by mapping each id not only to a literal, but also to a URL.

• We need to go through Wikidata and find all formatterURL of the props in Authority_control (eg https://viaf.org/viaf/$1) and map this to "suffix" and "external". Example in http://mappings.dbpedia.org/index.php/Mapping_commons:Chemical_structure_verified
• Should we emit owl:sameAs or dct:references?

change it to a conditional mapping depending on the existing properties and leave owl:Thing only for GND.

No need. A thing does not become a Person by virtue of having an id. Eg ULAN holds People, Orgs (actually Groups) and Unknown People that's a weird beast.
