Implement and test the usage tracking feature

generate some kind reports on the fetched ontologies that contain

• aggregated stats (probably in daily summary) on how often an ontology
  • was requested
  • had an detected error for that request
  • was served via archivo
• idea would be also to think of a mechanism that not-yet-archived ontologies could be reported to archivo
