Description & motivation

Upgrade dbt-utils upper bound. I don't believe this package is affected by any breaking changes in either dbt v0.20 or dbt-utils 0.7

Update: change dependency on fishtown-analytics/dbt_utils to dbt-labs/dbt_utils.
