Dbt cloud yml dict #96

this PR adds the dbt_cloud.yml file to the allowed set of yml files for 1.5+ ~(we may need a default, i'm not postitive the set of dbt versions that are supported by cloud CLI)~

@dave-connors-3 from the docs, CLI is 1.5+

You must be on dbt version 1.5 or higher. Refer to dbt Cloud versions to upgrade.
