Create `issue-bot` workflow

Problem

We manage a lot of issues from internal stories to external bug reports. Some of the associated tasks are deterministic and take time to respond to.

Solution

• create an "issue bot" that can perform certain actions
• add the existing triage-label job to this more generic bot workflow
• add user docs job
