Update versions of used Github Actions ahead of:

node12 deprecation (Summer 2023)
set-output deprecation (fully disabled on 31st May 2023)

Update jira-* github actions to be sourced from the dbt-labs actions repo instead of the dbt-labs jira-actions repo
