Remove old artifacts that are no longer needed and turn off automated CI. Testing, version bump, and release workflows were kept for the unlikely event that we will need to test against this branch and release an update. These workflows are only triggered via workflow dispatch. Associated with this change, the 1.0.latest branch will be locked and read-only.
