Add a --docflags option to topkg, pass flags to ocamldoc #101

This allows to use custom ocamldoc generators. Perhaps it's best to have it statically configured in pkg.ml? I haven't used topkg enough to really have an idea and don't know your design choices. Let me know If you'd prefer me to do that :-) cheers :->

The topkg doc command is suffering from many shortcomings (#24). Once #80 is solved the documentation support will use the the build command you specify in your description. With this you should be able to inject the flags you want with a _tags or myocamlbuild.ml file.
