Get up to spec on RFC 3028 #1

RFC 3028 is only partially supported at the moment. Known areas which need improvement are:

[x] test is supposed to conform to identifier arguments, but does not.
[x] command should conform to identifier arguments ( ";" / block ), but does not.
[x] multi-line comments have not been implemented
[x] multi-line strings have not been implemented
